- In Wukari, Taraba State, after a community dialogue meeting, a community member publicly disclosed his HIV status, how he lost one of his wives and how they have been surviving on ART. This corrected the misconception about HIV and AIDS as more members of the community declared willingness to know their HIV status.
- NEPWHAN’s anti-discrimination activities has led to the restoration of the License of one of our members by the Nigeria College of Aviation Technology, Zaria. The lady graduated as an air hostess but her license to practice was withdrawn due to her HIV status. The restoration of the lady was negotiated and is being implemented by NCAT.
- NEPWHAN’s anti-discrimination activities (through dialogue with Employers of Labour) also resulted in the recall to service, 150 PLHIV that were dismissed from the Nigeria Police Force on ground of HIV status and Establishment of a viable functional national secretariat
- Formation of 600 support groups of PLHIV across the 36 States and FCT

Call for Television Documentary Production: 25 minutes of Research results
The Network of People Living with HIV in Nigeria {NEPWHAN} invites qualified documentary makers to document results of researches conducted in Nigeria which is affecting people living with HIV.the network conducted 5 studies; Nigeria Stigma Index, Human Rights Count!, Nigeria Criminalization Scan, Nigeria GIPA Report Card and the SHR of Discordant Couples in the FCT. All the studies were conducted in 25 states and had over 60 data collectors and about 750 respondents.
Background:
NEPWHAN implemented the Leadership and Accountability Programme, an advocacy initiative supported by Global Network of People Living with HIV ((GNP). The programme seeks to identify and obtain evidences of violations of rights, stigmatic circumstances, arbitral litigations, level of involvement in response and special needs of people living with HIV in Nigeria. It was a unique study because it was developed by people living with HIV for people living with HIV (Everyone involved as a data collector and interviewee is a person living with HIV).
Interviews were conducted in Lagos, Osun, Oyo, Kwara, Kogi, Kaduna, Kano, Sokoto, Borno, Gombe, Bauchi and Taraba states. Others are Enugu, Ebonyi, Imo, Edo, Cross River, Akwa Ibom, Benue and FCT. The studies were coordinated through state NEPWHAN coordinators who were also the supervisors of their respective states.
The Task:
Bearing in mind that the studies are all geared toward advocacy, we are looking for creative means of talking to the results of the 5 studies that has already been concluded and analyzed before appropriate stakeholders. The following will be expected from the production
- An international standard quality production
- Identification of all implementation process (data collectors, interviewees, sample size locations, partners/collaborators etc) to determine if they were indeed appropriate
- One on one interviews with supervisors in 3 selected states from list above (Lagos, Enugu and Kaduna)
- One on one interviews with at most 3 actual interviewees, this will be facilitated by the 3 state supervisors
- Emerging issues from the studies
- Interaction with appropriate stakeholders in NEPWHAN, NACA, UNAID, NHRC, NEBUCCA and FMOH, FMOJ etc
- Prioritize the Anti Stigma Bill and interact with a House member
- Capture launch and dissemination of studies in documentary

The GFATM implementation experience has provided unique opportunity for NEPWHAN to operationalize the GIPA principle by making PLHIV service providers as well as beneficiaries. Under the Global Fund Project, NEPWHAN developed a community-based stigma reduction and demand creation intervention known as “Community Dialogue” through which community, religious, women and youth leaders are sensitized on HIV and AIDS. Presently 160 support groups have been trained and equipped to fight against AIDS related stigmatization and discrimination and provide treatment adherence support within the Global Fund cluster communities.S
NEPWHAN’s performance under the GF project was rated “A+” by its PR (Association for Reproductive and Family Health), and this contributed to the same rating for the PR by the Global Fund Secretariat. As a result of this performance, NEPWHAN was given additional responsibility in Round 9 consolidated granted to include Home Based Care for the Chronically illed and Orphans and Vulnerable Children (OVC). These services were provided under objective 3 “to strengthen the role of the community, Civil Society Organizations and networks of PLHIV in providing and supporting HIV/AIDS treatment and care”. Overall, NEPWHAN’s Service Delivery Areas (SDA)s include:
- Stigma Reduction and Respect for Confidentiality
- Home Based Care for the chronically illed
- Care and Support for Orphans and Vulnerable Children (OVC)
- Community TB Care
Presently, 160 support groups of PLHIV have been strengthened/or established to fight against AIDS related stigmatization and discrimination in the community, and have conducted 974 stigma reduction outreaches in different communities in 36 states and FCT. These activities have resulted in stigma reduction, increased knowledge of HIV and uptake of available services in the intervention communities. In particular, HCT facilities reported significant increase in average client turn over as a result of the Community Dialogue meetings conducted by support group in the intervention communities.

The Global Network of People Living with HIV (GNP+) recently supported the Network of People Living with HIV/AIDS in Nigeria to conduct five studies in 24 States in Nigeria which provided further evidence to support on-going advocacy and CSO leadership efforts. The national dissemination of findings from these studies is being planned to take place by end of April 2011. These studies include :
- The Stigma Index (documents cases of stigmatization and discrimination experienced by PLHIV in Nigeria)
- Human Rights Counts (documents cases of human right violations against PLHIV)
- GIPA Report Card (assesses the extent to which PLHIV are involved in the national response to HIV/AIDS in Nigeria)
- Global Criminalization Scan (Maps cases of criminalization of HIV transmission & Laws that impact on the lives of PLHIV), eg, the Anti-AIDS Discrimination Bill before the National Assembly provides for criminalization of HIV transmission.
- Advancing the Sexual and Reproductive Health and Rights of PLHIV in Nigeria (assesses the needs and documents the experiences of HIV-discordant couples in the FCT.
